从海洋大学的成立、国家深海科研中心的建设、国际海洋开发银行的成立、海洋科学院的成立，深圳特别行政区将很快拥有一系列国家海洋机构。
9月20日，在自然资源部举办的2019中国海洋经济博览会新闻发布会上，深圳市市委常委杨红表示，根据中央要求和广东省部署，深圳将全面推进全球海洋中心城市建设。一是按照程序建立海洋大学。二是建设国家深海科研中心;三是探索建立国际海洋开发银行;四是要建立一个海洋科研机构，而且不止一个;五是打造全球海洋高端智库;六是建设国际金枪鱼交易中心;七是以行业标杆企业为基础，组建海洋产业龙头企业集团。组建海洋行业领先标杆团队; Eighth, strengthen the fund for the development of marine emerging industries; Ninth, speed up the construction of marine new cities; Tenth, explore the establishment of Shenzhen Maritime Court; Eleventh, plan the construction of Shenzhen Marine Museum and Marine Science and Technology Museum; Twelfth, hold the China Marine Economic Exposition.
